Yes I can see the difference but you can have 200+ fps and it won't matter if frame pacing is all over the place or you're hitting 90%+ GPU utilization and running into render latency penalty area.

It should be running at x16 3.0 when gaming.

This: Normally only interface speed would change, not the number of lanes. Compare it with my screenshot above, when not loaded it still shows @ x16 (16 PCI-E lanes) but it drops to 1.1 speed at the lowest power state. Yours showed it running at x1 1.1.

Having higher FPS when looking at ground or sky is normal, your GPU isn't taxed enough to struggle with rendering. Once you have a normal view it has to render multiple elements which causes the GPU load to increase so your FPS drops if the GPU cannot keep up. Run GPU-Z when the game is loaded...
