Disabling core parking have helped some people remove stuttering in general. But if the Resource Monitor's CPU tab shows 100% Max. Frequency you should be getting 100% of the CPU.

I will be more open minded that it can be either way. Again, until something is announced.

The question is if AC3 will be out on this gen of consoles or next gen? If by any chance they decide on next gen consoles then we should see a graphical update or newer game engine. If it will be next gen of consoles I don't see why it wouldn't use the same engine/graphics, etc.

GR was what I was referring to before Graw.

Ghost Recon actually had a 3rd person kind of view without the over the shoulder look. So you had GR crosshair on the screen. Moving on to Graw people actually modded the game to include a 3rd person view which I liked. So this isn't an issue.
