If heat is your concerne then put your PC in a refrigerator or buy a few thousand kilometres of DVI and whatever wires/cables you need, take your PC to the south pole, connect it, come back home and you have constant idle temperature of -30 C . Damn, must say megaLOL at that..

You should check first by spinning the fan with your hand whether it's making contact with smth (loose wire etc. ) and if it's not touching anything then I'd buy a new cooler
