I think the answer is because they can't compete with the Nvidia FE price points, so they need to offer something different because they're forced to charge a higher price. Agreed, though you can pick up TB3 eGPU enclosures secondhand for not much more than just this board so I'm not sure how much it'll actually help lower the price entry point :(
