From what I am reading even a locked-in-bios vccsa value should be ok for up to 6400MT/s ddr5 or 3200MT/s ddr4 xmp. Which I would be ok with.

Thinking only the included stock cooler? No 3rd party? it's just in case the pump dies. I do have a 3070 Ti I could put in my rig if necessary and of course the CPU does have an iGPU but who wants to game on that lol....
On the subject of budget am5 (I know that's a hard say) There is a couple A620 boards that aren't horrible. I would only put a 7600 or 7700 on them tho, maybe MAYBE a 7800x3d

Going to throw this out there, since PCI-e Gen isn't mentioned. Last time I check when shopping for AM5 I found that all Asus AM5 boards had at least 1 Gen5 M.2 wired in. Something to check into. Can you confirm @tabascosauz this still the case?
I think what @gurusmi is getting at is that the wire gauge is so small that it may not be able to deliver any good high current to a fan. Is this what you were getting at @gurusmi ?

I'd rather see you do it now and invest into a ddr5 platform than come one year later doing what could be done this year. Just re-evaluate the priorities I guess. To each their own.
My .02, get into a Ryzen 7700/B650 combo or Intel i5 13500/B760 combo with an RTX 3070 (ti). Basically, take the money youre investing into that 4070 super and put it towards a newer platform.
