Always a choice. Use an extension or not, you are capable of resolving the matter on your own.

I don't think Ryzen 9900x3d is just being announced next month, I think it's launching next month.

I was wondering the same thing, why the OP is asking why the card isn't running at x16 for a RTX 3050 when the 3050 only runs at x8...
