I think that really depends on whatever legislation is exactly going to be written to address this.
Knowing the EU they will actually address this, but leave open some egregious loopholes.

9070XTs are now readily available at MSRP with some even going below it in Europe.
Funnily enough the 9070 is every so slightly above MSRP now, unexpected.
For gpus yeah, for a long time.
But for docking and cable solutions they're a mainstay in Europe.
I'd place them in a price and quality a tier above cable matters.
Although positive news, are we really that impressed by a reduction from 1.3% to 1.07% for an 8GB card?
My takeaway is that DLSS consumes a lot less VRAM than you'd expect.
2560 Cuda Cores is probably going to be worse than a 6600 which I'd consider low-end nowadays. If performance is as expected I would not call it a mid-end card.
I just took a quick glance at local motherboard pricing and honestly it's a bit of a nothingburger. The first AM5 motherboard I'd comfortably recommend is about 95E, for Intel it's about 110E. So technically AM5 wins that round.
If we're talking about cpu's around that price I'm thinking of...
I care a whole lot less about manufacturers releasing a lower tier chip for a lower price which is appropriately named.
The 5500X3D checks all three boxes.
The 120F checks none of these boxes.
The only thing that would somewhat redeem the 120F is an actual great MSRP, everything else still...
