Get a hawk sculpture and set it on the balcony. I guarantee you will never see those pigeons again or any other birds for that matter.

@64K they'll bother me for a week or so and they'll find another spot. The best part is that there's like 100m to the forest with large trees and yet they choose an 8th story apartment block to create a nest.
