Radeon 7790 GPU clock stuck at 300MHz after reboot

Generally what happens with my GPU is that after a power loss or restarting, the GPU Core Clock will be stuck at 300MHz. Memory clock is fine. But this leads to poor performance in games (less than 20fps, if not 10). If I reinstall a driver (7790 specific, 13.4, or beta) after using the AMD driver uninistall utility it will clock properly for one more session. Re-flashing the bios will fix it for one more session as well. But all it takes is restarting to mess everything up again. I don't think it has to do with overheating either; I can restart after playing a game or just doing light desktop stuff -- same result.

I have been doing a lot of investigating and it seems like a lot of other people are having problems with this card based on what I've read on at least two other message boards. Apparently it has to do with the power states? Not sure but I think that's a safe bet. Either way I think this needs to be addressed. Seems to be too widespread of a problem with the 7790 GPU. Any ideas on how to resolve this? Anyone else here having this problem?

*Maybe this -
Control Panel\All Control Panel Items\Power Options\Edit Plan Settings
Change advanced power settings
Select PCI Express\Link State Power Management + setting: [select Off]

Also try disabling Ulps ; download Sapphire Trixx select Disable Ulps in settings tab; then reboot the system

Note: do not keep flashing the vga card; *may damage/brick the vbios; these chips have limited flash life

Use an older WHQL Driver and or one that has worked as intended

Test the card in another PC with fresh windows install with spare/clean hdd; if problem persist's and vga card is still in warranty return the card to the vendor or raise a ticket and RMA

Hi, thanks.

To clarify I am not flashing the VGA card but the motherboard bios.

Trying another WHQL driver right now. I might try Windows repair. Link state is off. Will also try the Ulps thing but not sure if it will work since I am using a Diamond card not Sapphire, but worth a try. Thanks.

I know this is an issue with this card because I am seeing other people talk about the same problem on other forums.

press shift and press right mouse button
select open command window here
type sfc/verifyonly
press enter

-look for any errors in the report

If errors occur windows can attempt to fix these [*this is not always possible]
[*modified system files for themes will be reverted back to default; make a back up of these files first]

type sfc/scannow
press enter

This is a catalyst control center; registry mod and works on AMD/ATI cards

Next reboot

*for crossfire setups would have to repeat process for reg folder 0001 at both positions and for dual gpu cards

The command is part of the AMD power play / zero core for crossfire vga cards

Yes I know, it is a new board. Have probably flashed less than 10 times.

I have done this in the registry. Not ControlSet002 however. Though I did do a find>search for ULPS and made everything 0. What I find is that doing this DOES make it more likely to clock properly, but I still have to reboot anywhere from 2-5 times for it to work (which is better than it never working but still ridiculous). I will double check though. Thanks. Pretty sure I have ULPS disabled fully however. At least, as much as I can from the software side.

It seems like any system change (overclocking/underclocking CPU, switching from IDE to ACHI in bios, installing new driver, toggling options like HPC or AMD Cool 'n Quiet, etc.) increases the chances of the GPU clock running at rated speeds when I boot into Windows.

I'll keep you posted, in the meantime if you can think of anything else feel free to advise. You have been the most helpful person to try and help in all the places I have gone to discuss this (forums, IRC).

I do have a Windows 8 key that I could use to upgrade this system, I know my new bios has many optimizations for it. And I know Win7 has been having issues with a lot of more recent AMD tech. Just a thought.

Okay. ULPS is definitely off. SFC did find some errors but could not fix them all.

- Uninstall any third party overclocking utilities
Next
Uninstall and deap clean AMD vga drivers
download this ATiManUninstaller to completely clean out your drivers, you can get that here: http://www.mediafire.com/download/0jdko53gk5npzo0/Atiman+Uninstaller+v.7.0.2.msi (Link is safe, erocker uploaded it)

Control Panel\All Control Panel Items\User Accounts\ [Select: Change User Account Control settings] Drag slider to Never notify. (Note: this can be changed back to default after the drivers have been fully uninstalled)

install to C:\
Run Atiman Uninstaller.exe
Select: A
system will reboot
Select: C
application will end; select window with mouse pointer
Select: Q
Next
- Power down the system switch off PSU *wait a couple of minutes for power to drain from motherboard
Next
- Remove the vga card; clean PCIe Blades [use a coffee filter and isopropyl alcohol]
Next
- Unplug 24Pin & *8pin/4pin Power [*If required by system] mainboard cables then Clear CMOS
Next
- Reseat vga card and reattach Power cables including system mainboard
Next
- Boot system into windows desktop; Install and or reinstall *latest motherboard chipset drivers
Next
- Boot system into windows desktop; reinstall AMD Catalyst Driver [*Whql, stable version or one that has worked well] Note: do not install any third partie overclocking utilities or AMD Cool 'n Quiet
Next
- download the latest version of GPU-Z here and monitor the vga card under load

Note: do not run any over clocks while testing system

Hey,

Thanks for taking the time to reply again. Unfortunately I ended up RMAing the card. But thank you for trying to help me. Going with nVidia instead. AMD has horrible GPU drivers.
