I am installing the card in a SFF chassis beside a WifI 7 card to make the machine good for work. The SFF class machines were common 7-10 years ago. The machine I am upgrading has an i3-9100 CPU and 2 slots. I have an Intel 600p SSD installed in it and it boots fast. The machine also has a slim DVD burner that is rather passè.

I have looked at moving to a EIA rack to get around 2 ton video card weight

This part of SFF PCs is so common now and it used to turn me away from them when repurposing servers because they just look useless and ugly but then products like the ToughArmor MB852M2PO-B started to appear:

I haven't gotten to the point where I'm messing with anything that has slim DVD bays or OCuLink cables but if that day ever comes, I'm doing it with this or similar. So, probably something to wishlist for later. The i3-9100 is just an i3 sure, but faster than my FX-8370 and just as capable at half the power. Looks prime time for full time encoding and rendering labor.
I found a very cheap R7 450 which is GCN so at least it has 8 CU to work with. This card has some encoding support but Intel CPUs also have support. The real advantage is dual DisplayPort which will allow better 4K60 support.
It's clearly not even a 1080p card. I doubt that stream encoding is on the menu. Are you just editing videos or something else?

Mostly music and word processing
Halo actually runs on the i3-9100 integrated graphics which was eye opening

The 9100 can hang with Halo? That probably shouldn't be much surprise.
There's a really good chance you're overthinking all of this and it should be fine.
It's just a massive pain trying to find any kind of decent GPU for a SFF box at 75W.
So expect an otherworldly dry spell after that R7 card unless Tesla T4 goes on sale or Intel ever gets it together with the little card that can't.

My LCD does 640x480 VGA up to 3840x2160 UHD. I set Halo to 1910x1080 and slid the dial until the frame rate got over 45
The R7 450 will allow somewhat better rendering

The DisplayPort is best for UHD monitors as HDMI lacks enough bandwidth

I use Corel software for image management and Avid for video stuff
