What do they mean?

For example this card has boatloads of them https://www.techpowerup.com/gpu-specs/sapphire-nitro-rx-7900-xtx-vapor-x.b9968

Are they pre-release values, user-submitted edits or something else?

Really confusing, makes me question why are they even displayed by default.

The crossed out values appear to be the numbers related to the standard AMD Radeon card. With those numbers you can see the difference in the AIB version (Sapphire Nitro) compared to the reference version.

Yes, almost all AIB cards will have those, highlighting the differences between the AIB and the FE/MBA card.
