The sensible guess is cheeky sidegrade from using automotive radiator. Being an air filter it appears they have a blower motor on the other end sucking air through and past some homebrew cooling solution inside the tubing which is also automotive. Real question here is how they are using the sensor just behind air filter that necessitated dual hose clamps.

Had to put some cooling for an overheating cable modem. The fan takes its 5V power from the modem's USB

My packing tape partition to focus the airflow a little more into the main chamber rather than a third going into the PSU compartment..
