When I reset the bios, secure boot is turned off and csm is activated, but when I come to the windows screen, secure boot appears to be active, I enter the bios again and it is active there. When I turn on secure boot once, does it always turn on automatically?

Usually when it's on in the BIOS it should stay on , you can check it from within windows with msinfo.

CSM is active in the bios, but when it comes to the windows screen, secure boot is activated.Once you enable secure boot in Windows, does it automatically switch to secure boot?

Once you enable secure boot in Windows

Enabling Secure Boot is only possible in the BIOS.

You can check within windows with msinfo if Secure Boot is enabled or not.

CSM is active in the bios
You have to disable CSM to use Secure Boot.

What I want to say is that I activate CSM, when I come to the windows screen, secure boot is activated, when I enter the bios again, it changes to secure boot again. Does it automatically turn it into windows secure boot?

Foolish question from my part, but are you saving settings when exiting the BIOS menu?
Because Windows installed using UEFI Secure Boot shouldn't boot at all with CSM mode.

Yes, I save the settings and when it comes to the windows screen, it automatically changes the bios settings to secure boot.

Assuming that you are saving the change in the 'BIOS' menu, perhaps the UEFI firmware has a procedure during boot which realizes when an unbootable configuration is selected and automatically changes it back so that the system can boot.
Theorizing, it could have a procedure which say OnBootFail try X.

I reset my motherboard and it automatically went into secure boot again.

You also must set the Secure Boot preset to "Standard" in the BIOS, then reboot again into the BIOS and then enable Secure Boot!

Why do you want to disable secure boot? Are you trying to nuke everything and reinstall Windows or something?

It seems like we are missing some context.

Like I said, I will have to assume that when your motherboard sees un-bootable configuration, it is re-enabling secure boot since that is how your operating system is configured. If you want to disable secure boot, maybe you have to nuke your hard drive first. I don't know. You might want to ask your motherboard manufacturer.

Warning: If you enable Secure Boot and the "Standard" preset isn't selected, you very likely will get a POST failure and be forced to clear the CMOS!
