Computer in my system specs started rebooting by itself, in a loop, before loading Windows.
I'm pretty sure it's hardware failure because it happens even in Safe Mode, and even if I try to boot from the Windows Disk. Still happens even with CPU at stock speed & voltage.

Please help. I was looking forward to the weekend to get my Fallout 4 fix but without this pc I can't play the game!
Which component has failed? I'm thinking it's the PSU? Duh it's the first time I had a PSU die on me after only 3 years.
I'm pretty sure it's hardware failure because it happens even in Safe Mode, and even if I try to boot from the Windows Disk. Still happens even with CPU at stock speed & voltage.
Here's the longer story:
The first time this happened was weeks ago. We had a blackout, and were running on this generator which is supposed to give a stable output suitable for pc's and other electronics. I'm not sure whether this caused the fault or whether it coincidentally happened at that time, because there were several times when we used both mine and my daughter's pc's on generator and nothing happened.
Anyway, weeks passed and my pc was completely normal with no reboots.
A couple of days ago I restarted playing Fallout 4 (hadn't played it since December) and the pc started rebooting some seconds after starting the game. I lowered some of the graphic settings and 'solved' the problem. Again, this might be coincidental.
Today I powered up the pc at 2:30pm, browsed online on and off till 8pm, no problems at all. I didn't play any games, only google chrome browsing.
Then I exited the room while answering a phone call, and when I returned I found a light blue screen telling me that Windows hadn't started up properly, meaning that the pc had rebooted but I thought perhaps it was some updates. I chose the option to reboot but got the same screen again. I chose system restore, which was successful, but when I tried to reboot Windows didn't load and the pc started rebooting in a loop.
I removed the overclock.
I left the pc off to cool for some 30 minutes, still it reboots just before loading Windows.
Tried Windows Memory Diagnostic, but the pc rebooted half-way through the test.
Tried booting using Windows Disk, and pc reboots just after loading files.
Tried Safe Mode, doesn't load because pc reboots...
