I doubt it after talking to Laughingman i actually forgot there were mods to use Bloom + HDR in Oblivion
because HDR didnt apply to all objects so Bloom was needed, problem was Bloom also applied to same objects that HDR did its a double edged sword. now considering ive messed with just about every settings in the ini at this point theres literally no changes in Skyrim from FO3 / NV / Oblivion to the point I honestly expect alot of armor mods from Oblivion to get ported and retextured in Skyrim and since the scripting is similar that can be ported as well I mean if people havent forgotten Morrowind was successfully ported to Oblivion it was wonky but text quests, and etc all functioned that was a 3-4 year difference the engine stayed the same, alot of content from Oblivion can be direct brought into New Vegas again 4 year difference across 8 years content can be pulled into the engine and work as intended
and all Bethesda really added to Skyrim was the same stuff modders added to Morrowind and Oblivion years earlier,
weather system with Dynamic weather, available for Morrowind and Oblivion if i remember correctly
dual wielding. also modded in,
as far as companions etc they actually took a step backwards compared to Fo3 and New Vegas in that regard. but overall Skyrim is still a great game, just Bethesda isnt really doing anything more then cut copy paste much like call of duty, but the modders will most likely once again take skyrim in random directions offering what Bethesda cant due to time constraints hardware limitation etc.
also for those wondering Ugrids to load still works and still increases graphics quality
mix below with FXAA injector and ini tweaks for a much better game visually.
i recommend using the following
add it to the [GENERAL] section of your skyrim. ini might also need to be forced in the skyrim default.ini in the games install directory.
uGridsToLoad=7
uExterior Cell Buffer=64
you can try using the following as well
iPreloadSizeLimit=262144000
(uGrids + 1)^2 = Exterior cell buffer
please backup your save files when doing this, as once you change this and save game you cannot change the Ugrids back to default because your saves wont load, so test for stability first.

it should be mentioned unless you have enough ram for a ram drive or have the game on a SSD dont use Ugrids 9 or anything past that on top of stability issues performance tanks because the game is basically
method to calculate ugrids and uexterior cell
(uGrids + 1)^2 = Exterior cell buffer
example default in game is uGrid 5 (5+1)*5+1 is 36 aka 5+1= 6*6 = 36 thats the games default uGrids 5 Exterior 36
(5+1) = 6 * 6 = 36
(7+1) = 8 * 8 = 64
(9+1) = 10 *10 = 100
(11+1) = 12 * 12 = 144
so for users on epic Sandybridge E rigs running 16gb of ram or higher using software ramdisk would make ugrids 9 or above worth using same goes for SSDs but essentially much like Morrowind its possible to force the entire game world to render major landmarks again i suggest ugrids 7 for stability / performance.
ALSO FOR THIS TO WORK MAKE SURE TESV.exe MUST BE LARGE ADDRESS AWARE!!!! IF ITS NOT YOU WILL CRASH AND BURN YOU HAVE BEEN WARNED
