Games stuttering

most of the games im playing are having stuttering issues

i replaced the 660ti with the 770, still stuttering, i used every driver between 314.22 to 326.41

i defragmented the hard drive, that seemed to help, but now i just reformatted everything and reinstalled my OS (win7 64-bit), still stuttering in games, stuttering when a game is running on either my original hard drive, or this extra one i just installed
i tested both hard drives with HD-Tune and both came out just fine, including the error checking

i replaced the 8gb ddr3-1600 ram with 8gb ddr3-2400 and am still stuttering, and the ram has no errors
i tried all 3 ram slots that arent blocked by the "hyper212+ cpu cooler"

intel's official cpu tester didnt find any errors, ive been using prime95 and i dont see any issues

my internet isnt an issue at all, my ping isnt jumping around or anything, 30mb download 10mb upload

my power supply is 700w, all i have connected to my computer is a mouse, keyboard, and headset

my video card is at like 40 or 50 degrees and the hard drive is like 30-something degrees and the cpu is 30degrees idle, 40degrees in-game, 55degrees full load, and 65degrees max on prime95, the motherboard is like 30 or 40degrees

everything is plugged in nice and secure, i checked on that
everything is dust-free, i cleaned it all up deep
the air in the case isnt stuffy or anything, i got lots of positive air pressure in there

wouldnt my computer just blue screen or shut down or something if its a psu issue?

ive had this psu for like 6 months and have always kept it dust free and full of cold air flow coming out and silent, idk why it would just mess up like that

and i dont know how im supposed to test the psu

the asus 770 video card has those two LED lights to confirm its getting power from each outlet, and it is

Completely stumped. I have more or less the same setup as him, and I don't stutter. Is the problem limited to inside the case, or there are outside factors involved (bad cable etc.)? Stuttering issues happened recently, or has always been? Games you tried? I assume you have checked for overheating too?

the games i did not have ANY stuttering at all ever were
-bioshock infinite
-counter strike global offensive

vsync seems to fix the stuttering in black ops 2, but not any of the other games

While playing a game, have the GPU-Z sensor tab open and running along with the task manager for CPU usage. Play a bit, then check to see the usage of each. There are many different things that can cause stuttering, you need to narrow it down.

The only things I can think of is the PSU and the motherboard. The former being easier, borrow a spare power supply from a shop you know or from a friend and check the system. After that you will have to check the motherboard. Check the temperatures And TRY A BIOS UPDATE. All the best.

the cpu usage drops WITH the gpu usage during the stutters, i havent seen a game that bottlenecks my cpu get, or even gets it up to 90%

ill test using a different power supply soon

the cpu temp never even reaches 60degrees in-game, and i dont think its really throttling, and ive tried throttlestop and force the gpu to stay at 100% speed and that didnt fix the stuttering

I think its the PSU. Maybe when the system is requiring more power, the CPU fails and leaves the workload.

Yeah a PSU will weaken overtime. No high voltage electrical equipment stays the same after some time like it was on day 1. And don't use PC Wizard. That is crap. Use HWMonitor or AIDA 64(I prefer the later but it is not free). And never use two monitoring programs at once because those will interfere with the SMBus signal and report wrong readings. HWMonitor, check max temp. for 3570K I think TJmax is 105C

Everything looks fine. But the 12V voltage is not getting displayed here which is the most important. Weird. If you have a multimeter, you can connect it to any black and yellow wire leads of the PSU. Switch to the correct mode and trigger the stutter. Watch the voltages.

+12v = 12.3--v (number higher than 12.3 slightly)
5v = 4.998 or something and 5.002 or something
3.3v = 3.334v or something
vcore = 0.968 and 0.980

Sounds a lot like the issue I had with my GTX 660, most likely a driver/clock speed issue. Run Afterburner or EVGA Precision and take some screenshots in game with the GPU usage/clock speeds.

Don't waste time checking BIOS or software line voltages as they are always inaccurate and unreliable. Also it's highly unlikely to be a PSU issue, since Kingwin is one of the best/most reliable power supply manufacturers.
