Far from it... it says "Research" on the screen, and those boxes look like "something" that is common in this kind of game.
But you probably didn't play this kind of game so... looks like a mystery to you. Someone else ?

Similar style to double dragon and released at a similar time to the first one. It is called 'Target Renegade'. I spent many a summer in my shed with a friend playing multiplayer when I was a kid.
