I use it and still don't hit the thermal limit. Water coolers are for Intel clowns.
Only reasons it behaves that way are:
- 5800X3D doesn't behave like any other Zen 3, and is limited to a low 4450 multiplier regardless of what you do, is not a good demonstrator of Zen 3 scaling
- AMD Precision Boost by default handholds and stops you from burning your CPU in perceived power virus workloads like P95 Small FFT and Linpack
