Society has gotten to the point that people buy expensive electronics, use them and when they become dirty and stop working they throw them in the trash.
Buy a new one. It's a huge problem. But I'm not above digging it right out and fixing it. I see it as saving the planet while putting cash in my pocket

I have never in my life encountered anyone trashing expensive electronics because it's dirty. And guitars are more easily repaired than say a Samsung S10 with a dead SoC.

Update. We are having a meeting in the morning, but in the mean time, safety department reminded us to adhere to Bloodborn and bodily fluid pathogen protocol.

Technicians shouldnt have to put up with this. A shock from stray voltage, ooops, a cut from a sharp-edged case, ouch, but not this.

Got it, legal is involved so you can't be found to have limited any criminal proceedings. That makes a lot more sense than it did a few seconds after you first posted.

Many had one small bit of damage, and most were labelled with the businesses they were from - you'd get 30-50 i7 laptops dumped the same day, as they bought new ones for their whole workforce at once.
People throw things out for trivial reasons, as abhorrent as they may be.

I no longer do PC build/repair/support but the worst I ever had was a....p3 system IIRC owned for years by a heavy chain smoker. Trying to clear off the tar from that system....christ I still have nightmares about that.

In my youth was asked once to upgrade a PC owned by a couple who both chain smoked in the same room for years playing jezzball. (No open window type room.)
The insides of the PC's were horrific. It was like a soft sticky smoky dark amber coating was applied to the motherboard... well everything... inside.
Outside was rather tacky to the touch too. The smell was like: What do you get when you burn a cigarette with another cigarette on top of another cigarette and repeat that 200 times. Then throw it into a pit of ants that just finished with the latest roadkill from like a week ago, then put that on an overheating cpu where the fan barely was turning? I had to try not to vomit for like 30 minutes when I got back outside because fresh air was so shockingly different.

The big question is whether there is a PCB design defect or the damage comes from user error.

I have some rigs that could be put into use at least as a web browsing and media machines. I5 2400 and Athlon II X2 240 were at the same house, my best friend's uncle family. I dealt with theirs PCs before...
I mean, was thinking to get rid of those cases for starters, but the internals smell terrible as well. It doesn't evaporate over the years.

I haven't tried it but if it was me dealing with valuable hardware that reeked of cigarettes, I'd probably just sacrifice half a litre of 99% isopropyl alcohol into an oven tray or ceramic dish so that I could soak the PCBs and heatsinks for a while at go at them with a soft brush (ie toothbrush).

It's tar oil that permeates into every crevice. You'll need an organic solvent to get rid of it and the most effective is probably petrol, lighter fuel, or white spirit - but I'm not sure how good those are for the fibreglass of the PCB, so you should probably stick to isopropyl acohol - just make sure you get 99% not 70% which is near useless unless you're trying to disinfect a surface for hygiene reasons.

It goes without saying that you shouldn't get solvent into fan bearings or thermal pads, so remove and clean them as best you can using just the brush and compressed air.
