New gaming PC build.

Hello, i need a bit of help with a new build, i have 2000 euros available, so please give me your thoughts about the best solution you think about.
No software and case needed, just hardware and PSU.
Will use it mostly for MMORPG games, 2560x1440 resolution at 60 Hz, not interested in RT and upscaling is ok.
The parts need to be new with a normal SSD.
The case i use is the NZXT Tempest.

As dgianstefani said, the 9800X3D is overpriced on this, so that should come down about almost 300Euros. the 4080S seems like the best performance/price when I set this on Germany, but we don't currently know what's going to happen when 5090 and 5080 launch in ~January. It may mean that used 4080/4080S/4090s go on the market for cheaper. Nvidia is trying to wind down inventory of them so they won't be on the shelves competing with 5080/5090, so I'm not sure the price of new ones will get better, but you may see people try and off-load them for less money if there's still a couple around.

a 4070S is fine for 2K, especially with 60Hz, probably synced, and at almost half the price much more in-line with funds, same for plat psu, a solid gold is fine.

@Waldorf I agree generally, but there already some RPGs going to UE5 (which may be at or under 60fps already on 4070S), and with most devs going in that direction, a little future-proofing wouldn't hurt. Also that Platinum supply is the same price (or cheaper) than most decent gold ones.

are we talking WoW, ESO, FFXIV? because the RTX4060ti (or AMD equivalent) will hit that level in all those games easy. They are not very demanding. A high IPC CPU like the AMD 7600 or 13600k will keep up with them as well. 7800X3D/9800X3D would be beneficial in large scale world bosses or 40 man raids to prevent any downstream FPS spikes (can't do much with upstream issues with servers and ISP)

Not saying you should get any of the above as you may want to get better performing parts if you play more demanding games or don't want to upgrade parts down line; just your starting level is not that demanding for hardware if all you play is MMORPGs with no RT.

Fair, yes, I was assuming that, but going through review sites, they don't even bench old games like that usually. I was basing what I said on some of the RPGs that you can play MP-online that were in TPU's reviews. So maybe MORPGs, not MMORPGs lol

Do not get a 9800x3d now. You could go with 7500F which is dirt cheap, easily available and actually a killer CPU for the price (will do 5250mhz all-core and barely sip power). You can upgrade to X3D once price go back to normal. As for GPU, I also recommend a RTX 4070 Super. TDP <250W is a sweet spot for a quiet build and as high end cards such as 4080 and 4090 will get replaced with 50xx series, you may want to hold for an upgrade when you actually need it. RTX 4070 super will handle anything at 1440p/60ps maxed out and likely cause the least value-loss when next-gen is released next year.

Modified per all the other feedback. 9700X, 4070S, and a 750W Gold PSU. Much cheaper. There's also always room to upgrade later. Just on a side note, I'd also want to put better fans in that case if you're sticking with the case so I put those in. With this cheaper list you have plenty of budget for a newer case, but I picked the cooler based on the case you have and the best bang/buck fans you can fit in the front of that thing (going from the specs).

They don't list a -CO 120mm fan on their site. Also, spec comparison:
F12 - 53CFM, 1mmH2O, 0.3Sone
P12 Max - 83CFM, 4.35mmH2O, 0.6Sone (25.3dBA).

They're both incredibly quiet. The P12 Max is a brand new fan that's getting great reviews (even compared to the Silent Wings 4, which is a personal favorite of mine). While I would agree that the F12 would be a bad radiator fan, it is also just not really competing with the P12 Max for airflow at all. Compound that with this case being fairly restrictive and I'd say the pressure will help quite a bit even though they wouldn't be mounted directly to a radiator. There are more powerful fans out there, but the hardware selected runs pretty cool and I wasn't going to suggest anything that was loud or expensive for no reason.

per Arctics advice (im now using their stuff for +20y), P is for pressure, F for flow and better for caseflow, why not take the advice of the ppl that make them,
and use them for what they are optimized?
besides that, the max is not anywhere close to quiet, double vs the normal fans, only to offer more pressure for no use (no rad).
ignoring that its still not using BB, so you will have a good chance of replacing it within 2-3y for bearing noise, same for any other (non BB) fan bought in a 5 pack, or when your unlucky,
get shipped 2-4 out of a multipack (without being told its not single retail packaging).

I like their stuff and its reasonably priced, but when about 25% of non ball bearing fans start picking up dust and start clicking within 1-3y, there are as good of a deal,
as you at least are forced to get with support and deal with replacing them, and at some point you wont have warranty coverage (doesnt reset with replacements) when they also fail, so the Continuous Operating (fans) are the better choice, as they are still doing only 0.3 sone (not 0.6 like the max), and for the 140mm they offer an F series as well.
and even if you want more than the CO, then the Bionic is still the better one to use over the max.

some numbers: i used over 200 of their fans in about 40 builds for myself/customers, and have replaced enough dying fans, that if i get arctic, its only the CO units,
or your better off with Noctua.

Thanks for the insight @Waldorf. I haven't heard of that many failing. While I understand 0.6 is twice the value of 0.3, the 0.3 sone is barely even detectable as on, so double that is still a very quiet fan relative to many others. Regarding uses of the P12 Max, straight from the horse's mouth:
"The P12 Max delivers focused airflow and high static pressure, making it suitable for all scenarios. The fan is optimised for use on radiators, heat sinks, pinholes and mesh. Therefore, the P12 Max is the ideal fan for enthusiasts and professionals who are looking for maximum performance with a long service life." So "all scenarios" and "mesh" would include installing on the front of this case behind mesh.

The case they're using only fits 120mm fans in the front, so that's what size I stuck with for recommendation. I prefer 140mm fans' noise profile, but that's not an option here. Also, the 120mm fans on the front are the primary intake for the case. There's a little fan on the side panel that'll blow some air at the GPU, but these are what feed the whole chassis with air. If we were talking about one of the newer cases that has a lot of mesh and several intake fans, I'd say sure, no pressure required, but in this case, I would want a little pressure. Also, even at half-speed (which is going to be considerably quieter), they're going to move more air through that case than the F12 at maximum due to their ability to overcome the pressure.

Other great 120mm options:
be quiet! Silent Wings 4 high-speed
Noctua NF-A12x25 (or NF-S12A if you just want airflow and aren't going to mount the fan in front of a dust filter or any kind of restrictive situation).

The be quiet!, Noctua, and Arctic fans all use a fluid dynamic bearing (of slightly different designs), but you'll notice quite the cost difference. You could buy the 5-pack of the P12 Max fans for less than 2 of the be quiet!/Noctua fans and put those on the radiator I suggested as well as the rear exhaust lol.

Honestly, with the hardware we're talking about, most fans will be fine. I just figured that case might be getting older and most of those types of cases came with some pretty low-performance fans (can't find specifications for those ones specifically). I like airflow, especially if it can be relatively quiet. It's my opinion and I'll stick with it. I'm just an engineer who selects fans for high-end industrial systems all the time as one of my responsibilities (the ME's would pick a jet engine from McMaster every time if it were up to them). That's my 2 cents. I'm not going to debate fans for this build more than this lol...this was too much already for the cool hardware in question.

lots of ppl in forums or looking for help, without the insight of some that do things where "numbers" let you make better (edjucated) guesses on things, so going OT isnt bad, if it helps some avoiding a crap shot buying arctic multipacks/ units with rifle bearing.
its fine to use the P for restricted flow, but with anything besides the CO units, you will likely have 2-3 out of any 5 pack fail/get noisy, which gets eliminated when you get the ball bearing ones, and why i recommend those, as long as there is no P-Max (CO)..
especially given that front fans see more dirt..

and while the max/regular ones might be fine for you for noise, we dont know this is the case here too, so unless someone says otherwise, i always start with fans etc doing ~0.3 or less.

I recently put together a similar PC using MSI B650M Gaming Plus WiFi Motherboard. It's a mATX format but has better VRM cooling and both M2 slots come with radiators.
It's a great bang for buck combination. Zero regrets here.

I recently put together a similar PC using MSI B650M Gaming Plus WiFi Motherboard. It's a mATX format but has better VRM cooling and both M2 slots come with radiators.
It's a great bang for buck combination. Zero regrets here.
