Please I need help with the poor performance that my PC is giving me

Well first of all, thank you for reading the post as it is going to be a long text to put it in context
First of all, this problem comes from an update that I did exactly last summer.
I had changed my ryzen 3 2200g for a ryzen 5 5600g and added a 1tb nvme
at that time my pc was this
ryzen 5 5600g
2x8 gb ram 2666
asus a320mk
1tb nvme kingston m.2
1tb western digital blue hdd
psu redragon 850 plus gold
rx 5700xt
when I changed the ryzen and added the disk I noticed that my games had super annoying micro cuts, but the game was only able to drop 2fps but that small jerk was noticeable, I tried everything, installing drivers from 0, formatting, windows settings but nothing worked, I simply resigned myself and came to think that it was the cpu simply because it was a ryzen with integrated, but before the update I was very sure that the pc worked perfectly in games.
After a while I upgraded the motherboard ram and gpu, thinking it could also be a matter of the low speed of the ram memories or that the motherboard was simply old, since it was about 4 years old
I changed to 2x16 gb of ram at 3600, a msi b550 pro vdh wifi motherboard and an rtx 3070, the problem continued...
I currently changed to a ryzen 7 5700x3d and I can't believe I still have these problems, now I was playing a lot of throne and liberty and I still have the same problems, I reformatted, updated, tested bios settings and I'm out of ideas, I'm posting on all the hardware forums I find to see if I'm lucky and find a solution

No, you added a drive to your system and then suddenly started having problems, remove the drive you just put in right before you had stutters.

Do you understand?

I already tried it and there was no luck.

is the game installed on the hdd or ssd? i presume its ssd...

Please test for stuttter in an offline single player game with an fps cap, or use a standalone benchmark. Uneven frame rate in an MMO is not unusual.

In this particular game with your current settings VRAM is maxed out, which will result in fps drops and hitching. Also, judging by your RAM usage you may be running other stuff in the background.

This. From your talk, it seems like you changed almost all relevant hardware except the disk so it must be the disk. Use the old disk or another disk and see what happens. How does this ssd show in ssd software? Check its health.

The disk is only a year old since I bought it, here are some images of the software:This. Please test for stuttter in an offline single player game with an fps cap, or use a standalone benchmark. Uneven frame rate in an MMO is not unusual.

In games like Cyberpunk I have a similar problem but it's not as extreme as in the video, I would even say that it doesn't bother me, but in Throne and Liberty it's super annoying.

Above is the result of crystaldiskmark, I also tried another program that was recommended to me on reddit hd tach, here I leave it in case it helps.

stutter example
CAP your FPS to 100 in Nvidia Control Panel. Is enough for the game. Capping will give more stability.

Check your system for corruptions

Type CMD in search box. Right click and run CMD(command prompt) as admin - SFC /scannow with a space after SFC press Enter - if errors found - restart computer and run again the command till comes clear with the message : "Windows Resource Protection did not find any integrity violations."

If run twice the command with a computer restart in between and still can't fix /repair the corrupted files you have to use DISM command:

DISM /Online /Cleanup-Image /RestoreHealth
Run windows updates after this command.

For the drive where you store your game
Type CMD in search box. Right click and run CMD(command prompt) as admin

Now type
chkdsk /f /r /x C: instead of C type the letter of the drive where you store your game.
After pressing enter will take some time. Restart the PC after that.

You think 3000 series cards have an issue with power monitoring?
It can happen infrequently. Those massive power dips during stutters make me suspicious. If you turn it off on osd, and unchecked it as well, see if the stutters go away.

I don't think OSD does that but the overlays in this context.
I can even go as far as the game is hashing his card in a certain % if he plays online.
Stutters can appear from various reasons from bad DX 12 implementations in the game code, bad driver optimization, corrupted driver in the repository, junk software loaded at each start up, unreliable PSU voltages, already dying parts of voltage regulators circuit.

Hi, luckily I have good news, yesterday I continued touching some things like installing ISCL, removing some background applications and the truth is that I don’t remember what it was another thing because I already tried a lot lol, the thing is that the performance stability improved a lot but I still have some high peaks in the frametime, it goes up and down at the same time generating a micro cut, I already limited the fps with rivaturner but it doesn’t fix it, could it be some configuration that I’m missing in the bios? (the only thing I touched in the bios was to activate xmp) or configure some kind of vsync since my monitor has freesync but since I have an nvidia gpu I can’t use it (in theory yes, but only with dvi and my monitor doesn’t have a dvi input)

I found this error with latencymon, does anyone know how I can solve it?

I mean all this:

Regarding Latency Monitor
Is not an error, is just saying that your system have problems in handling request fast enough to have a let's say a smooth experience.

the highest interrupt is shown by Nvidia driver, so try reinstall that. But before you do run the Latency Monitor while playing the game for at least 30 min and than post the image here.

I tried the commands and no luck, it didn't detect any corrupt files either and I already did a clean installation, I was able to improve performance a little but I still have some strange spikes in frametime, here I'll leave you a recording of two games so you can see what I mean!

In no particular order:

The first thing that comes to mind is not enough/full VRAM and/or shader compilation stutters.

Do you use a PCI riser (someone had a stutter issue and this was the reason)?

Try a different GPU monitor port (someone had a stutter issue and this was the reason).

Post your 3DMark results, including the 1% and 0.1% FPS lows (not sure if 3DMark measures those, you could measure them using CapFrameX) at 720p, 1080p and maybe 1440p, so we have a comparable standard. Or simply maybe run your overlay first and watch the frametime graph for spikes.

(I assume you run the newest version of every software.)

What are your game settings? Try both games at at the lowest possible settings and lowest sensable resolution, say 720p, where there shouldn't be any problems on a 3070, then if no stutters, increase the settings and see when they start appearing.

Indeed crazy stutters at
. GPU usage lowers, CPU usage goes up, could it be game related shader compilation stutters? (searching for "Throne and Liberty shader compilation stutters" showed some results)? VRAM usage looks quite full though.

After you reinstalled Windows, did you install any unnecessary software (if you want u can post a full list but not sure if it's the reason rn)?

Which of your PC parts did you get marked as used / not new?

How is the GPU connected to the power supply/PSU / there are 2 8-pin connectors in the 12-pin adapter and both are connected to the PSU? You sure the PSU works? That happens if you remove one of the 2 8-pin connectors form the PSU, maybe it's not working anyway (to confirm it)? You changed everything except the PSU and the SSD?

You have already tried a different SSD? Which one?

To exclude that it's a Windows software related issue: Try Linux (Ubuntu is easiest for beginners), do nothing except installing the official NV drivers and start game testing from there. Steam works and if you are lucky, the same games work on Linux too (Cyberpunk and Throne and Liberty seem to work).

Search engine for "3070 stutters" showed more possible solutions.

You can try cycling through the freesync modes your monitor may support and see if it makes a difference. For example: disabled, basic, and advanced.
