You can't possibly know that they are unique. If they are sending out MAK/Volume-license or whatever they are not dumb. They won't send you the same key twice, that would expose it so fast. It's simple distribution. Again, the only way of knowing what kind of key it is and the likeliness of it...

If it is indeed a MAK key or any type of volume-license key then what they are doing is breaking the Microsoft ToS.
There is quite a big chance that they are selling MAK-keys, where this is a problem.
This also happens if they happen to sell normal Retail/OEM-keys to multiple people.
You can verify what kind of key you get from them by running slmgr /dlv in a command-prompt.
