How do you know that they are unique? You can only check that they truly are a unique retail/OEM key yourself via the command above. If it is indeed a MAK key or any type of volume-license key then what they are doing is breaking the Microsoft ToS.

There is quite a big chance that they are selling MAK-keys, where this is a problem. This also happens if they happen to sell normal Retail/OEM-keys to multiple people. You can verify what kind of key you get from them by running slmgr /dlv in a command-prompt.
