You can't do nothing about that.....if you have some other GPU on hand you can see how far you can push BCLK OC if I remember correctly I was able to push my 2697V2 up to the 115.3 on BCLK and it was working totally fine with few of my GPU's R9 Fury,GTX 1070 TI,RX 5700,RX 6700XT didn't have any...
Well...unfortunately then it seems that your GPU is really sensitive but to be sure maybe you can try to downclock a bit memory because memory also going up when you doing BCLK OC 'tho I doubt that memory is the problem here because freezing usually does not look like any memory issue
You can try one more thing......go to bios and put your PCIe on Gen 2 from my personal experience I could OC BCLK much higher like that (115) and you will almost loose nothing on GPU side
Well I am using RX 6900XT on my 4K monitor and I can still play plenty of games on 4K native resolution but I am one of those people that are happy with 60FPS but for higher refresh rate like 120+ even 1440p could be hit or miss especially on RX 6800 but you can always sacrifice and turn on FSR...
Well that's because your CPU have very low clocks and turbo....there are some good Xeon V4 CPU's with high clocks but I believe that there is still better to go with some higher clock Xeon V3 CPU and then "hack" the bios so that CPU can do all cores turbo......In that case it could push GPU's...
I am at 7000 DPI with 1000 Hz Polling rate I believe I could adapt easily up to the 12000 DPI and I am OK from anything above 5500 DPI but slower than 3000 DPI for me is really harsh to maneuver especially on my desktop,youtube and every day tasks....

He is talking nonsense X79 supports AVX so it's should not be any problems for games 'tho it does not support AVX2 but that's not necessary anyway you probably have some other issue and most likely GPU drivers or maybe your System is missing something if you didn't update system for a long...
