At that price, better build a real PC, no?
The answer isn't a simple No or a simple Yes. If someone needs a machine to run a desktop OS, then yes, those little boxes, or even laptops, are not an option because of their price compared to typical desktops. But if you want something mobile, you buy a laptop(tablet or whatever). If you want something really small you go for these little boxes. A typical desktop is, I don't know, 20 times the size of these little boxes? Not to mention that with the exception of AM1 for example, the power consumption is also many times higher for a desktop.
