That depend from Processor, and we will not see Processor and motherboard with DDR3 to support over 2600MHz in most cases...
But for DDR4 we will have processor with 3000MHz and over 3000MHz, because of that DDR3 3000MHz need for very small number of people but 3000MHz DDR4 is some standard almost and they can free to launch with smaller latency. But they still can't or don't want, because that would be usefull performance for everybody, they will give that for 1-2 years for 500$ and now will joke with C25 and 10% better performance than 2666MHz. Example for Z170 platform 3000MHz will be something normal, dual channel 2x8GB, they need only low latency, that's only way to performance grow for everybody for everyday. No other way. Even Skylake will not tolerate 3500MHz just like that.

When I built my 4790K system a few months back, I was surprised about the huge gaming performance difference between DDR3 set to 2400@CL10 versus 1333@CL11 (I was just messing around with setting to observe any benefits). If it was smooth it was okay, but then there would be huge freeze spikes at the slow speed.

Similar latencies to 11-15-15-31 at 2400 mhz in ddr, they aren't that high, still about 9 ns estim.
Why people make a deal out of it? You'd remember that latencies are measured in clocks, not x-seconds
