No it doesnt mean bad, but it does mean you can easily calculate the max rating off high end vrm and you will see a low ceiling.4 phase also doesn't mean bad. You can have a well setup 4 phase and a poorly setup 8 phase. We don't know where this falls in the lineup judging from the single 16x slot I wouldn't imagine to far up.
Just like nvidias reference designs. I never said it's bad, it's just not useful for anything beyond the basics making this board leak pretty irrelevant to most enthusiasts.
Not sure how they got an additional 3 phases though.
