I hate the fan usage for VRMs. Can't they extend the VRM cooling plate from the pump on the GPU so it would be cooled by AiO as well? And the card could be a lot shorter then.

Well that would take a lot of time. They would have to redesign whole card: from pcb to custom liquid aio. Now they are just using ftw3 pcb and some sort of ready make generic aio(asetek maybe).

Zotac have that mini design with upcoming all cover block, they could achieve card you are looking for. But I doubt they will do that though.
