Intel Announces 8th Generation Core i9 Mobile Processor

Intel today announced its 8th generation Core i9 mobile processor for enthusiast-grade gaming notebooks and portable workstations. The chip features a fully unlocked 14 nm++ "Coffee Lake" silicon with 6 cores and 12 threads enabled by HyperThreading, and 12 MB of shared L3 cache. The first part in the series is the Core i9-8950HK. The processor is clocked at 2.90 GHz, with a Turbo Boost frequency of 4.80 GHz, and a TDP of 45W. It features an unlocked base-clock multiplier.

From what I can gather a general rule of thumb is that all Intel TDP specifications are based on base clock.

How is it not honest?
My 8250U has a TDP of 15W but for a few seconds (20 or 30) it can draw up to 30W until it throttles back down to 15W. It all depends on how the manufacturer implements those power limits.
Intel also povides an option to either configure TDP-up for sustained 25W or TDP-down for 10W. My Ultrabook's BIOS only offers 15W or 10W for obvious reasons.
