This is often how cheaper cards are run in.

To be fair they're not that bad. Just noisier that other cooler designs.

Hell, if someone just gives me a Vega 56, I'm not going to complain about the cooler... Sure, I'll take a blower. Now, if I were buying one with my own money, price would be the determining factor. I might be inclined to pay a little more for a card with a better cooler that gives me lower temps, lower noise and higher clocks.

Maybe. Those GPU's run hotter so it would depend on temps. I'm not saying I prefer blower style coolers, just that they're not as bad as they're made out to be. They get the job done.

Just noisier than that other cooler designs.

My 1080 has the cheapest looking blower cooler possible and I can barely hear it over the case/CPU fans. If I push it yeah it gets loud but otherwise it's as quite as you can expect it to be.
