They likely have a higher power limit that would come close to or surpass that.. and marketing. 3 is moar than tew sew it must bee betr.:p
I know what you mean but is not the 3090 a more powerful card than the 3080 and based on reviews the 3080 can go past 400 Watts? Will the reference 3090 come with that 12 pin connector? Perhaps this card could be factory locked for OC?

Given the rear-end PCIe power ports, it should be fairly obvious this is targeted at mining/server use, not for your next gaming rig. I don't see why people are dissing this model, it's perfect for it's intended usecase: in a server, in a rack, in a soundproofed room.

While it is good to have a blower type cooler, I am not sure it will suit this card with 350W (base) TDP. Being 2 slots and the blower fan taking up a lot of space where it could have been a bigger chunk of heatsink, the cooler is not going to be very effective in my opinion. It will run, but I believe it will throttle under load.

Is it a really a gigabyte thing or is it more a NVidia not having enough supply for gigabytes product range ?
it's disappointing though. :(
