For what I have read the Dedicated GPU memory stat shows memory in use, not just allocated.
GPU-Z also has a GPU memory usage stat that seems to report a value a bit higher than windows.
Games will try to use as much VRAM as possible, though the GPU might not have enough horsepower to benefit from bigger VRAM pool, Radeon VII is a prime example.
There have yet to be a case that 10GB is limiting the 3080 GPU, there might be case when RTX is in use, however all RTX games will come with DLSS. So why worry about a problem when there are solution already in place.

If you say there were few DLSS game, there are far fewer game that actually requires 10GB VRAM or more (0 right now).
