Because an AIO like this, unless expandable, is going to be a tight fit in a good chunk of cases.
Warranty is a non-issue. Most vendors won't have any clue if you just put the stock cooler back on before sending in for RMA, unless there's some clear evidence of water damage. And cards that have a waterblock already on them are covered by Warranty like any other card that vendor offers.
This card isn't meant for a "good chunk of cases". It was built for consumers with high investment builds who don't necessarily care about aftermarket water block options or separate kits. To me it would be extremely odd to see someone pair a ~$1,800 graphics card with a mid-tower case. Secondly the warranty is an issue, and manufacturers are keener to this than you are letting on.
The point is, you made a comment which supported different water blocks, or even reservoirs/pumps/radiators/tubing, this card is in all-in-one package with a warranty. If you are a consumer that desires a water block to your specific standards, there is a large water block market already established. So, to criticize manufactures for selling an all-in-one package because you would rather have a different water block is mute, and money wasted on a card like this anyhow.
