Nah, that still belongs to the furnace that was the 295x2, which peaked at 525W power draw all through a 120mm rad.
The RX 295X2 that I have seen had a fan and the 120mm rad. The one that Wizzard reviewed here ran it all the way up to 646 watts running Furmark. It only had two 8 pin. Including the PCIe slot power that would put it at 375 watts to be in spec.
