Meaning they have the cards for full system and yet those who been waiting a year + for just a card a lot are still waiting.
It's Da margins I tellz ya, da margins.....

Since they are most likely using cheap laborers to assemble the rigs, their profit margins will be considerably higher than if they just sell a GPU separately.... especially when they factor in the volume discounts they will get by buying larger/additional quantities of them (and all the other parts too) from the mfgr's....

Suks, but hey, that's capitalism 101 for ya !
