Yeah, I'm hopeful that this will be what the 6500 XT should have been - a good, efficient sub-75W card. I agree that those cuts are bad though - it won't be a problem for the mobile implementations this gpu is clearly designed for, alongside a 6000-series APU and in 25-50W variants, but they don't look good next to a CPU, that's for sure.

Still a good option for those budget gamers who have a HP/Dell/etc. SFF PC, I doubt that PCIe x4 is a bottleneck even if running at 3.0.
