I have always assumed if no more powerful hardware was on the horizon then games wouldnt need more grunt, devs just code for whats out there.But the whole idea is to get more performance for the same wattage with new generations otherwise we would just continue to fall backwards because games will continue to require more performance and more resources in the future and that's always been true.
Granted the 4XXX series is looking like a power hog unless the performance warrants it. We will see.
