This looks like Biostar took the RDNA3 EVT design and stuck their stickers on the fans. Nothing wrong with that, the EVT cooler design is still built to cool the card just fine, but it's funny that they took such a low effort approach. XFX and Sapphire have both done this in the past as well, it's a valid tactic if the validation design is perfectly suitable just reuse it.

I think you need to put your glasses on.
Look at the first picture, top two cards are AMD reference design, the two lower cards are Biostar's own design.
No USB-C, different rear plate, different fans, different fan shroud, most likely a different heatsink too.
Chucked in an extra couple of pictures of the 7900 XT, as it shows that it's a custom PCB.

Kindly note that I said EVT. Not reference. It is quite obviously not the reference design, but EVT (and PVT) designs are not the same as what ships to customers, as with nearly every single generation prior save for a few exceptions. Examples of EVT designs that shipped (in some capacity) as partner designs are the XFX R9 Fury and MSI RX 580 V1.

And you've seen the EVT boards?
AFAIK, no pictures or details of said boards have been shared.

I'd say this style board is used by system integrators with its basic design in cost savings.

I honestly think that GPU's and by consequence motherboards, will need a new form factor.

I personally like the OAM form factor:

It's long overdue. BTX failed, so no-one dared to move on.
