I wouldn't say "always".

This has become a trend in the last 2-3 generations, especially on Nvidia. I like silence in my PC, but I like achieving that silence with SFF parts through power limit tuning, and not with ridiculously oversized and overpriced coolers.

Still unnecessary.

Always means... well... always. Not "in the last x years". Also, x70 and x80 cards don't count.

rx570 rx 480 or r9 280 are below or average a normal x60 car class, even the r9 270 had a 3 fan card and was even lower performance and around this TDP all of them, you can go even lower, and so on. AMD numbering in the past was all over the place.

Not sure about the unnecessary, better cooling is always better, more heathsink space, if the pricing isn't insane. Often times you'd get them for the same price as ventus shit style of cards on sale and you'd get much better experience.

So couple of lazy bums slapping stupidly large heatsinks where they are not needed granted it seems to be the story of majority of these x50 x60 releases from Tier 1 AIB while smaller ones have small cards.
I made this comment yesterday for the MSI cards, no need to change anything: It seems they don't expect to use all their triple-fan designs (- SKUs) with 4070, 4070 ti and 4080? Triple-fan was already extravagant on 4070, but for the 160w 4060 ti is simply a waste.:kookoo:

I wouldn't get a Ventus in the x70 to x90 range, but there's nothing wrong with it at 150-ish W and below.

This design would have been better for this tier card, I think:

It's the 6600XT, but point I'm trying to make is that ASUS have done dual fan Strix cards. The recycled 4090 cooler on this 4060 Strix is just stupid, lazy and completely unnecessary.
