Consumer demand for transferring large high-quality files has increased significantly due to trends in AI computing. I have a proper USB4 enclosure by Hyper (ASMedia ASM2464PD chip) the same as this, but I cap out at just over 3000MB/s on sequential reads/writes when connecting to TB4 with a Gen4 drive inside. I wonder if some special magic is required to hit 3800MB/s.

The problem is you are connecting it to TB4. TB4 has bandwidth of 40Gbps, but 8Gbps is reserved for video signal, only 32Gbps is available for data transfer. You need to deduct the TB4 overhead +/- 8Gbs and you get the maximum real data transfer of 24Gbps, which is 3 000 MB/s. You need fully fledge USB4 connector to be able to utilize 40Gbps data transfer, which is +/- 32Gbps after overhead deduction.
