That's so you always have something poking out from it and are less likely to lose it!

Considering how nice their other M.2 enclosures are, if the USB-c cable wasn't attached you'd just end up buying another every time you misplace it....and with that being said:
Hey Sabrent! Listen! Increase sales! No integrated USB-C cable! Less up-front cost and higher sales!!! PROFIT

I think a non-removable short cable is actually a good idea with such a small enclosure - but the execution is not at all good. The cable should not stick out of the case at a 90° angle but rather exit in parallel, like in this Lenovo charger:

The case should also have some kind of provision to roll the cable around it and fasten the USB plug in place. I think I've seen that in some laptop chargers (Dell? Lenovo?). If clothes irons can have that...

I don't understand why it is nonexistent, or very rare, in portable computer accessories.

Interesting.

The one I just picked up for larger drives is built like a tank, IP67, and the cable is removable.
Maybe there will be a more premium one than this, the lower end stuff from them can be well, just that.
