17 13620H + phase change pad = murder fuel for my cpu.

Brand new pc specialist Elimina Pro gaming laptop with rtx 4070, also phase change thermal pad, and the cpu is constantly throttling at very low wattage as well as usages. I believe the screenshots speak for themselves. So obviously my question is how do fix the thermal throttling?

PCSPECIALIST are garbage at trouble shooting the problem, I'm still in the 14 days so they're giving me the bums rush. I'm willing to kiss my warranty goodbye if anyone knows a fix other than open it up and put some thermal paste in there.

Benchmark Scores I once clocked a Celeron-300A to 564MHz on an Abit BE6 and it scored over 9000.
Your cooler is broken, not mounted properly, or the fans aren't connected.

If PCSpecialist are fobbing you off after the evidence you've posted here, it's time to invoke your UK consumer rights - distance selling regulations. Do not open the laptop, that harms both your warranty and your consumer rights.

If it's not working as sold, the regulations have you covered.
If it's not working and you've f*cked with it, you don't have a leg to stand on.

Thank you for responding, I'm leaning that way myself, I'm gather very odd telemetry in xtu and occt. Quite funny really so I'll post more screenshots for entertainment purposes. Saves thing is I saw a lenovo legion with comprable specs for a little less, its gone now

I'm possibly out of date but aren't both of those also just the exact same rebranded Clevo whitebooks that PCSpecialist are selling? I've bought 50+ Clevo whitebooks from various sources, including PCS and the Sager/Eurocom/Schenker/XMG branded Clevos were always crazy expensive in the UK.

PCS screwed up the cooler mounting after installing the CPU, that's all that's happened here.

Apparently the have to be kept at around 35 to 45 degrees to be conductive, so it looks like they just pump extra watts into the cpu to...get this....warm it up. THE ONE THING YOU CANT DO TO AN INTEL. Naturally I am vexed by my oversight.

Yes, they are just Clevos

The difference is that they stand by their stuff and don't have monkeys putting them together.

That's not correct, PT 7950 and other pads will happily work with GPU/CPU's at much higher temps, seems like they fucked up the thermal pad installation as you shouldn't be seeing such high temps and throttling with thermal pads, send it back or go rogue and tear it down and install your own

My gpu pad seems to be working fine, and yeah, I'll most likley be requesting they take it back. If there's another fix I'd be open to hearing it, it is a nice machine with a nice screen. Now I'm getting facinated by the weird things I'm finding. I started the thread because it's also interesting to see a comfortablly mid range gaming laptop "operate" with fucked up thermals.

I've only used it for a very short time, but I've screen capped a lot of odd readings in xtu, so I'll post the weirdo stuff here in case anyone else finds it interesting too. :)
