Cougar's new GXD line of high-end PSUs may not be the first to offer software based control, but it could well be the first to let you tinker with output domains such as 3.3V and +12V. The PSU's control software, which interfaces with it over USB, lets you tweak key voltage domains by ±3%. In theory, this should let you raise voltages under heavy load. Apart from electric control, the software lets you monitor the PSU's temperature, and control its fan-speed curve in relation to temperatures and load. It also lets you monitor the PC's input power and power output, and efficiency in real-time. Cougar GXD series come in two variants, 800W, designed for gaming PCs with up to two high-end graphics cards, and 1050W, for up to three.

Few people have any need to mess with the PSU output voltages unless they are trying to damage their PC hardware. Any quality PSU will provide the proper output voltages.

As far as cable sleeve kits it's all personal choice. The open cables don't hurt anything. If you like to have your cables bundled that's fine but it doesn't make the PC run any differently.

I can't imagine why you would want this "feature". All it can do is risk damaging hardware. Regulating voltage is the PSU's job, it shouldn't offload that to the user.
