I am quite confused by the underlined points. USD 100 bucks is considerably more affordable, if the card cost USD 500 or lower. At USD 800 bucks, 100 bucks is not considerably more affordable and we cannot be sure we will actually see plenty of cards at that supposed USD 800 bucks.
As to offerings slightly better performance per dollar, it really depends on the title and gaming resolution. From what I can tell, the 7900 XT edges out the 4070 Ti at 1440p and 4K, though there are titles that heavily favors one or another camp.
To me, the conclusion sounds like a case that the reviewer is struggling to call out good points for the product, and so, trying to make the other competing product look worst. And don't get me wrong, the RTX 4070 Ti is a good product, but at a bad price. It is not as bad as the RTX 4080, but that does not mean that the price is good. It is just better in comparison to the badly priced RTX 4080.
