3070-Ti Laptop performance capped, how to fix?

Hey all. I'm having a problem with my GPU where it is being performance capped, and running at 210 MHz constantly. I'm unfortunately pretty clueless at this side of things, I've been searching Google and trying every testing, diagnostic and configuration program I can find, but none seem to have any effect.

This is a PCSpecialist laptop, with an AMD Ryzen 9 6900HX (with built-in Radeon graphics), and an NVidia RTX 3070-Ti. The laptop battery is in good condition, is fully charged, and connected to mains power.
  • I have made 100% sure that all games and tests (GPU-Z, 3DMark, etc) are running on the 3070 and not the Radeon.
    • I actually ran some tests on the Radeon as well out of interest and somehow it scores higher in many of them...
  • I have performed a clean install of the latest NVidia drivers.
  • I have tried many different configuration options in the NVidia control panel.
    • The major suggestion is changing Power Management Mode - my only options are "Normal" or "Prefer maximum performance" - neither has any effect.
    • Also enabled the Performance menu, which should let me edit the clock speeds, but any change I try to make results in an error - "The changes made were invalid and will not be applied."
  • I have tried running MSI Afterburner, it will not display the GPU voltage, or save any edits to the clock speeds.
  • I have tried running NVidia Inspector, it will not save any changes to clock speeds.
  • I have tried running ThrottleStop and AMD Ryzen Master, neither is compatible with my CPU.
I'm at a loss as to what else I can try. Any advice would be greatly appreciated.

Obviously it reports that I am being performance capped by "Pwr, Thrm" (presumably that is power and thermal?) - how can I resolve this? I can't find any programs that will let me change the voltage, and the temperature doesn't seem abnormal...

If you still have warranty, let them fix it for you if it worked fine when you just got it.

I believe it to be a thermal limitation, I remember RMAed my laptop and for same reason they didn't apply thermal pad or something, the laptop kept the GPU a 3070 at 210mhz.

Do you hear the fans running high when GPU testing?

Like @P4-630 I would suggest contacting the seller.

Just to be 100% certain, the laptop's plugged in, right? Most laptops limit fps to 30 when gaming on battery.

Is your fps being capped to a specific amount? 30? 60? Etc.

Your GPU is thermal throttling. There is no software fix for high temperature (when it is already running at minimum frequency). If you still have a valid warranty, now would be a good time to contact PCSpecialist support.
