3GB/s PCIe features test w/3D Mark

Just built a system for a friend using an Asus ROG Strix Z790-E Gaming Wifi II MB, ROG Strix 4070 GPU, 4 x 16GB 6400/CL36 Corsair Dominator Titanium DDR5, 14700KF CPU. Everything runs great w/ 3D Mark, benchmarks above average, stress tests great, all except the PCI features test, which crawls at 3 FPS and 3GB/s transfer speed/ bandwidth. Exchanged a couple e-mails w/ 3D Mark. Looked at GPU-Z - looks like I'm only running x2 during the raster test. Checked the BIOS, (running the latest), everything set to Auto, manually changed to Gen 4, but get the same result.
Is there anything else I can check? My friend doesn't game, but does do You Tube videos relating to his HVAC business, although using antiquated MS software. (I keep telling him about AV1, but he's making $$ w/ what he's currently using).
This is the 4th PC I'm building for him. I hate to charge someone $3500+ for something that's not perfect. I really don't want to RMA this board. Haven't contacted Asus yet.
Many thanks for any advice, or something I might have overlooked in the BIOS settings. I'm thinking about trying an x8/x8 bifurcation and see what happens.

Pull card out, check PCI-e slot in MB (for dust/hair), and inspect all small caps near PCIe on your GPU.
It is possible that it's just a mounting issue, cycling card few times into the slot should solve it.
Alternative for above is issue on CPU socket side of things (too little or too much pressure on CPU from cooling mount) or plainly damaged PCI-e controller inside CPU (try different PCIe x16 slot in such case).

Benchmark Scores My PC can run Crysis. Do I really need more than that?
Or the GPU is physically not right. Also possible. If nothing helps try a different GPU.

Thanks guys. Should have mentioned I swapped out GPU and CPU w/ same result. I've been reluctant to pull the sound card in order to make room to use that second slot. But I'll try it. Thanks again.
