~45ms frametime spike almost exactly every one second

This happens in any game that I play, even low demand ones provided I drop below a certain framerate. Then it starts and doesn't stop. Bizarrely, there seems to be some sort of connection between the stutters and my wattage, though I don't know why that would be. Any help is appreciated, I'm so fed up with this.
gpu core clock used to be at default 1303, but I tried underclocking/undervolting it to see if it would fix the issue, hence the low speed in the hwinfo screenshot

Had similar things happen to me in few Unity games like gris/hollow knight/the last spell, when i would alt tab. Exiting and re entering fullscreen mode would fix it (press alt enter twice). I think its some underlying issue with vsync

If it's power draw issue you could maybe go to adrenaline tuning, turn on the advanced submenus, find the last power state column (i think theres 7 for polaris) and right click it, set as minimum. That should force your GPU into highest clock power state

Process hacker may help here.

Normally system cpu spikes are hard to pin down, but I recently noticed it has a system cpu time column for each process, keep windows up for while (probably at least several hours) with process hacker running and look for the processes with the highest system cpu time, also potential interrupt issue with bad drivers although I think the former is more likely.

Note hwinfo64 itself is actually quite heavy on system cpu, afterburner also to a lesser degree,

Or are you meaning that I should drop the 1303 down to its minimum value (300MHz)

The problem present happens regardless of how long I have open my computer, and whether or not msi afterburner / hwinfo is open. I don't think anything was happening as far as the CPU is concerned, but I can post the msi afterburner log dropbox here if that helps at all.

Right click the far right red bar (between State7(Max) and 1303) and there should be a pop up menu that allows you to set it as minimum. This forces your gpu to highest power state.

If you want to revert it (so your GPU can properly idle), right click the first State0 bar and choose Set as min

Its unlikely that it will help you because i think this is a different underlying issue, but doesn't hurt to try

I'm not actually able to click this pop-up here. I can just click the "State7 (Max)", but that just sets it to 2000MHz. I can't actually seem to right click anything here as far as I can tell. (Thanks for the help btw, it's been real tough getting any responses here, or reddit alike)

I'm not actually able to click this pop-up here. I can just click the "State7 (Max)", but that just sets it to 2000MHz. I can't actually seem to right click anything here as far as I can tell. (Thanks for the help btw, it's been real tough getting any responses here, or reddit alike)
I guess i was wrong, its been some time since i dabbled in polaris overclocking, they might have changed it in newer drivers or something

With Vsync on (which is basically forced these days, unless you disable a bunch of things and run fullscreen exclusive) and no VRR (Gsync/freesync) you're forced to a 2 frame render ahead queue
Lower GPU settings and cap your FPS just below your refresh rate

If MPO isn't working, anything appearing 'over' the game pushes it back to the DWM render plane, and you get pushed into a standard Vsync setup until the overlay is gone and it's back to fullscreen exclusive.



No system specs so no real clue what hardware you have - but for example 45FPS at 60Hz means only one frame in 3 is going to be on time. Maxed out GPU usage will always result in the CPU having more frames ready, increasing the latency to hide a stutter.
