Arctic Cooling VGA Silencer Rev. 3

Hello, i recently acquired the Arctic cooler Rev 3, i want to fit it to my ATI radeon 9600 Pro
Unfortunately when all is connected and installed the fan doesnt spin.
I tested the Rev3 on the power connector on a radeon 7500 i have lying around, it worked fine.
What have i done wrong?

confused on cooler revisions
now it could be that the arctic cooler revisions have changed since this review was done, but it says on the arctic cooling website that it's the ATI 2 rev 2 unit that is made for radeon 9600 range. Has this review been done in error? Have the model specs changed since this review? Or have Arctic got it wrong on their website?
You'll notice i'm leaving the common denominator out of all this (me)!!
The fan on my 9600 pro is going intermittent so i think it needs replacing.
Anyone know which model is right?
