When say the 12v rail which normally shows say 12.26v is showing say 11.8v, or the 5v rail which would show say 5.04 is show 4.6v, or the 3.3v which shows say 3.28v is showing 3.15v.What is rail sagging?

My 5900X and 3070Ti can trip my Prime GX-750 so hard that you have to trip the switchI ran a overclocked 3090 + 5950X for 2 years with a Seasonic Prime Titanium 650W. Sure it's a prime, but 4070Ti consumes less power and also has less transient spikes. I think it should be okay with a decent 650W unit

i have 4070 super 13700k and under load use around 400-450. 450-550watt is likely with 4070 ti super depending on cpu.4070 Ti Super is a < 300W card
Let’s say it’s 300W. Add another 200-250 for the worst case scenario for the rest of the system you go up to 500-550W.
An avg power system with 4070Ti Super will draw 450-500W.
Most likely a quality 650W PSU can power any system with 4070Ti Super on.
Need to know the rest of the (whole) system in details for more accurate estimation.

My kid's rocking an EVGA 600 watter, not modular, with a XFX RX 6700 XT. But has a lower wattage cpu. Seems ok with the 8+8p jumper. I don't think I'd try a 4070 Super/TI/s with it though.Kinda same. I buy ridiculously overqualified PSUs so I rock'em for decades till they eventually crack out.
However, a good quality 650 W unit will do just fine, unless this 4070TS is paired with something unorthodox like heavily overclocked 10980XE + a dozen server grade HDDs or anything along those lines.
