So I recently, in preparation for an upgrade to a 9950X3D, decided to put a full open loop back in my system, with the CPU only to start - going from an EK Nucleus AIO (which is one of the best 360mm AIOs there is in terms of temps).

I knew that the 7800X3D runs hot because of a combination of bad core-to-IHS heat transfer, and the 3D VCache being on top of the CCD - instead of underneath like the 9000 series are/will be. Either I got a really good sample, or the EK AIO was amazing, because I've looked at other people's load temps under a full loop with quality blocks, and they're talking about 36-42C idles with loads ranging from mid 70s to the mid 80s... My temps with the AIO topped out around 79C most of the time, both with a heavy curve optimizer "OC", and recently with a 104MHz ECLK OC, which results in ~5000-5025MHz all core boost under R23 load, and 5225MHz low/single core boost.

I assembled the loop, put it on, ran some tests, and my temps are... Only slightly better? I'll post some screenshots when I get home. But it's only about 3-4C better. Admittedly my cpu block is a cheap one, and apparently radiator volume makes no difference, I hooked up my old 480mm x 60mm rad to the loop, with push pull fans, doesn't seem to make any difference on fan speed so I set them to max out where they're barely audible.

What temps are you seeing & what cooling are you using?

I have a full loop in my system.

3x EK Vadar Furious push on an EK 360-PE radiator
EK Vadar Furious Push-Pull on an EK 120-XE radiator
Corsair XC7 CPU Block
Corsair XG7 GPU Block

Mine normally tops out at about 78-79C.

The loop is primarily for my 4090, but the 7800X3D will boost as long as it has thermal head room. The hard limit is 85C. I don't have mine OC'd or anything. There really isn't a benefit to it.

36C-41C idle and 82C on max load; see systems specs for cooling.

I think all of these CPUs are very similar. You run them stock, or close to stock, and they're barely tweakable, and will just run admirably within their regular limits, because they're low TDP almost any cooling will suffice; and more cooling barely helps.
