7900 XTX reference model overclock help/questions

So my EK waterblock finally came in, and I set to OC this thing in earnest to the best of it's ability. I tried all the presets, and then a good amount of time on a manual OC, and here are my results so far (Paired with 7950x CPU);

Default; 5957 score

Now I am currently 71 on the leaderboards for this cpu/gpu combo, and I see others on here hitting close to 3400 core and 2800 memory. Even with this aggressive undervolt I cannot get anywhere near those, even with a waterblock and SO MUCH THERMAL HEADROOM. I'm happy with the ~12% increase over stock, but it just feels so bad to see the card sitting at max power draw and ~45C max during gaming.

How are people doing it? What can I do to improve? I feel like I am constantly just hitting the total board power limit no matter what sliders I adjust and just can't get it to operate any faster. Does anyone know how people are able to hit these GPU/MEM clocks while not hitting the board power limit?!

I have already unplugged any 2nd/3rd monitor, closed all other apps. All that is running is steam, 3dmark, windows. A/V off, everything that can be disabled is disabled. Latest drivers 23.1.2.

They're probably using AIB models that have a lot more power available. Nitro can hit like 450W? XFX Merc also somewhere around there.
And since MorePowerTool is not available (and won't be) for 7000 series, I don't think there is any other way to allow the reference to use more power.

EDIT

Also that 1025mv probably won't be stable in games. I can run 1050 on mine and it didn't crash once in any 3dmark. But in games it was constantly crashing (Callisto Protocol, Cyberpunk, Plague Tale Requiem), had to settle on 1100mv to be fully stable.

Great temps with the waterblock, but there's only so much you can do within reference TBP. I am also sure that the top scores were achieved with AIB cards, where the extra 8-pin connector allows for much higher power limits.
